The pressure can do it also: High pressure the water level goes down and Low pressure the water level rises (remember last year on seal cam that the water was very high because there were very low pressure). But I checked it today and it was quite normal for the Low side.

When dimensioning a port or a marina, we have to count on the tidal levels, plus the wind surelevation (in Portugal we have lots of wind towards the coast) and the pressure surelevation, which means more 1 m over the tidal level in the south coast and 1,5 m on the west coast.
